REACH restriction on Synthetic Polymer Microparticles: Explanatory guide

5 November 2025

The restrictions on synthetic polymer microparticles (SPMs) — commonly referred to as microplastics — pose significant challenges for the cosmetics industry and beyond. These measures, introduced under Entry 78 of Annex XVII to the REACH Regulation, aim to progressively reduce the intentional release of solid, non-biodegradable, and insoluble polymers into the environment.

To support stakeholders and Member States in implementing these restrictions, the European Commission, in collaboration with ECHA and national authorities, has published a comprehensive Explanatory Guide that will be regularly updated.

The document includes:

  • Part I – A simplified presentation of the main rules (available in 22 EU languages);
  • Part II – A collection of FAQs (in English);
  • Part III – Annexes with decision trees and practical examples (in English).

While the guide covers all synthetic polymer microparticles, several examples focus on glitter, one of the first product categories affected by the ban already in force.

A practical resource for progressive compliance

To facilitate understanding and application of the restriction, Complife has developed a mini-guide summarizing the essential elements of Part I of the Commission’s document.

This resource provides:

  • A clear framework for identifying whether a product falls within the scope of the restriction;
  • An overview of exemption criteria, including biodegradability and solubility testing requirements;
  • Guidance on obligations for placing products on the market, communication with authorities, and annual reporting.
