Deadline Approaching for Restrictions on Hair and Eyelash Dye

PLEASE NOTE THAT ON JUNE 3RD THE ADAPTATION PERIOD FORESEEN TO ALIGN WITH THE EU REGULATION 2020/1683 OF THE EUROPEAN COMMISSION ON THE USE OF HAIR DYES AND EYELASHES WILL EXPIRE.
That Regulation amends Annexes II and III to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products and provides that “prohibit the use of three substances contained in hair and eyelash dyes: 1,2,4-trihydroxybenzene, 2-[(4- amino-2-nitrophenyl)-amino]benzoic and 4-amino-3-hydroxytoluene, based on the final opinions formulated by the SCCS – Scientific Committee on Consumer Safety – on consumer safety.”
The same Regulation also adds that “in the light of the final SCCS opinions on six additional hair dye substances (Dimethylbpiperazinium Aminoopirazolopyridine HCI, Methylimidazoliopropyl pfenilendiamine HCI, HC Orange No. 6, Acid Orange 7, Blue Tetrabromophenol and Indigofera tinctoria), It is appropriate to limit the maximum concentrations in hair dyes.”
Finally, the Regulation requires that the use of certain substances should not be used to dye eyelashes and that the product containing them should be exclusively dedicated to professional use.
